Evolving Army Needs for Space-Based Support

The Army has been involved with space-based military operations for well over a half-century. During this time, space operations have changed from a realm exclusive to scientists and engineers, to highly classified activities largely unknown to the general population, to the unveiling of space-based communication, imagery, surveillance, and environment capabilities that have become a foundation for all modern warfare. Today, such support is so ingrained into daily operations that most soldiers, sailors, airmen, and marines assume it has been, and always will be, available for their use. But with such reliance comes vulnerability that potential adversaries may try to exploit. The evolution of Army space operations is well documented in many sources, thus this monograph serves not as a comprehensive history or detailed critique of the myriad accomplishments. Rather, it serves as a primer for current and future space-based operations to provide senior policymakers, decisionmakers, military leaders, and their respective staffs an overall appreciation for existing Army space capabilities and the challenges, opportunities, and risks associated with their use in joint operations. -
Maturing Defense Support of Civil Authorities and the Dual Status Commander Arrangement through the Lens of Process Improvement

The authors advocate the integration of process improvement methods into future Defense Support of Civil Authorities (DSCA) operations. They briefly discuss alternative process improvement strategies and their current state of employment in a variety of DoD programs. Methods discussed include Lean Six Sigma, Total Quality Management, and Capability Maturity Models, the utility of such methods is demonstrated, and the value in applying process improvement methods to DSCA operations is articulated. Three recommendations are given to demonstrate how a usable process maturity model can be built and employed for future operations. The monograph concludes by reaffirming the inherent utility of, and advocating for, process improvement techniques as a way to mature future DSCA operations using the dual status commander arrangement.

Parsing Chinese-Russian Military Exercises

China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development.

Space-Based Solar Power: A Technical, Economic, and Operational Assessment

With growing international awareness of energy security challenges, the promise of space-based solar power for clean and unlimited energy for all humankind is certainly appealing. While significant progress continues in the enabling technologies of such systems, is there compelling evidence that space-based solar power systems will provide the best energy solution? How does the Army’s current approach to incorporating a diverse portfolio of renewable energy sources in distributed locations compare to the potential of enterprise ventures that beam energy from solar collectors in space? For over 4 decades, many credible organizations in government and industry have explored the concept of space-based solar power, but their serious studies often conclude that such systems remain on the future horizon, usually at least 10 years away from practical application. While space-based solar power systems may be technically feasible, the author believes there is no compelling evidence that such systems will be economically or operationally competitive with terrestrial power generation systems in use or in development. However, he does find that there may be some utility in the limited application of space-based solar power to enable operations in remote and forward operating locations. -

Stand Up and Fight is a collection of essays that explores how new National Security Organizations are stood up—that is, formed, organized, funded, and managed—in the first years of their existence. From Joint ventures to combatant commands to cabinet-level departments, each organization’s history reveals important themes and lessons for leaders to consider in forming a new organization. A substantive introduction defines the scope of the project and outlines several important themes including organizational rivalry, the problems of analogical reasoning, the use of simulations, the consequences of failure, the significance of leadership and organizational culture, working with allies, the role of fear and emotion, and the basic advice that “the best defense is a good offense.” The book includes thirteen substantive chapters, each of which covers a different national security organization. Section I on U.S. unified combatant commands includes chapters on U.S. Special Operations Command (SOCOM), U.S. Joint Forces Command (JFCOM), U.S. Central Command (CENTCOM), U.S. Transportation Command (TRANSCOM), and Space Command (SPACECOM). Section II, on sub-unified commands and organizations includes chapters on U.S. Cyber Command (CYBERCOM) and the Vietnam-era Civil Operations and Revolutionary Development Support (CORDS). Section III deals with issues of allied commands and covers military government in post-WWII Germany, Supreme Headquarters Allied Powers Europe (SHAPE), and North American Aerospace Defense Command (NORAD). Section IV explores Department of Defense and cabinet-level organizations including The U.S. Air Force (USAF), the National Security Agency (NSA), and the Department of Homeland Security (DHS). The conclusion again draws out several relevant themes and offers some practical recommendations and insights for leaders who are charged with standing up a new organization. -

He examines underlying factors that have prevented new political elites and post-revolution institutions from successfully implementing essential reforms. He explains how these failures have affected the building of these countries' political legitimacy. Dr. El-Katiri concludes with a series of specific policy recommendations, with the aim of preventing further deterioration to the detriment of U.S. interests.

The State-Society/Citizen Relationship in Security Analysis: Implications for Planning and Implementation of U.S. Intervention and Peace/State-building Operations

The end of the Cold War, and especially the events of September 11, 2001, have led to the redefinition of the U.S. Army’s role. In this new environment, the purpose of the U.S. Army is not only to win a battle or a war, but also to be involved effectively in peace operations in post-conflict societies. To make the U.S. Army more effective requires prior knowledge about the political, societal, and cultural environment within which these operations would take place, as well as the acquisition of a new set of skills that would allow the U.S. Army to handle sensitive situations relevant to this environment. Due to the presence of several “weak” states in the international system, the United States needs to devise and employ strategies aimed at preventing and managing the outbreak of domestic conflicts that have the potential of undermining regional and international peace and stability. To avoid oversimplifications in the planning process, U.S. policymakers should have a comprehensive view of the relationship between the state experiencing domestic conflict and its society/citizens. For the design and effective implementation of peacemaking and peace/state-building policies, U.S. strategists should be fully aware of what constitutes a security issue for social groups and individuals in third countries. Thus, U.S. strategic planning and actions should be based on the adoption of the broaden definition of security as well as the idea of human security. Since international stability is based on the stability of states, the United States needs to assist the creation and maintenance of “strong” states.

Thucydides Was Right: Defining the Future Threat

To define future threat is, in a sense, an impossible task, yet it is one that must be done. The only sources of empirical evidence accessible are the past and the present; one cannot obtain understanding about the future from the future. The author draws upon the understanding of strategic history obtainable from Thucydides’ great History of the Peloponnesian War. He advises prudence as the operating light for American definition of future threat, and believes that there are historical parallels between the time of Thucydides and our own that can help us avoid much peril. The future must always be unpredictable to us in any detail, but the many and potent continuities in history’s great stream of time can serve to alert us to what may well happen in kind.

Toward a Unified Military Response: Hurricane Sandy and the Dual Status Commander

The 2013-14 Army War College Key Strategic Issues List stated: “If Hurricane Sandy is seen as an archetype of a complex catastrophe, then a careful analysis of the effectiveness of the DoD response within the context of dual status commanders [DSCs], lead federal agencies, and state response capabilities needs to be conducted.” This monograph does exactly that as it carefully and comprehensively analyzes the DSC-led military response to Hurricane Sandy in New York. Through this lens, it illustrates and discusses the perspectives of the DSC construct and offers recommendations for leveraging existing capabilities and improving those deemed insufficient. Using a case study approach, this analysis addresses notable issues of constitutionality, legality, policy, financial considerations, and even politics, all uniquely situated between individual states’ interests and those of the federal government. To provide military and defense officials with a greater understanding of the benefits and limitations of the DSC arrangement during a no-notice/limited-notice incident, this monograph offers objective and systematic documentation of the Sandy response. It concludes by offering a series of actionable recommendations aimed at improving operational decisionmaking, policy, and legislation specifically related to DSCs during no-notice/limited-notice incidents.

Always Strategic: Jointly Essential Landpower

American Landpower is a strategic instrument of state policy and needs to be considered as such. This monograph explores and explains the nature of Landpower, both in general terms and also with particular regard to the American case. The monograph argues that: (1) Landpower is unique in the character of the quality it brings to the American joint team for national security; (2) the U.S. has a permanent need for the human quality in Landpower that this element provides inherently; (3) Landpower is always and, indeed, necessarily strategic in its meaning and implications—it is a quintessentially strategic instrument of state policy and politics; (4) strategic Landpower is unavoidably and beneficially joint in its functioning, this simply is so much the contemporary character of American strategic Landpower that we should consider jointness integral to its permanent nature; and, (5) notwithstanding the nuclear context since 1945, Landpower retained, indeed retains, most of the strategic utility it has possessed through all of history: this is a prudent judgment resting empirically on the evidence of 70 years’ experience. In short, the strategic Landpower maintained today safely can be assumed to be necessary for security long into the future. No matter how familiar the concept of strategic Landpower is when identified and expressed thus, it is a physical and psychological reality that has persisted to strategic effect through all of the strategic history to which we have access. -
Assessing Egyptian Public Support for Security Crackdowns in the Sinai

This monograph examines the terrorist groups in Egypt emanating from the Sinai and assesses the level of Egyptian public support for the government's security crackdown. These terrorist groups have not only targeted Egyptian security personnel and foreign tourists in the Sinai Peninsula but have attacked government installations and personnel in the Egyptian mainland. Because most Egyptians desire stability, want terrorism to end, and want their moribund economy to grow, and because they have few family ties to the Bedouin inhabitants of the Sinai, they have given the government wide berth to carry out a heavy-handed crackdown there. However, some of Egypt's draconian security policies (such as punishing whole Bedouin villages) can be counterproductive, often making more terrorist recruits out of disaffected Bedouin youth than would otherwise be the case. The monograph recommends enhanced U.S. counterterrorism assistance to the Egyptian military, with specialized courses for Egyptian military officers attending professional military education institutions in the United States and the training of whole Egyptian counterterrorism units either in the United States or in a friendly Arab country. The monograph also recommends the resumption of a U.S.-Egyptian strategic dialogue, to include U.S. Army officers and their Egyptian counterparts, where effective counterterrorism policies can be discussed frankly in a closed-door setting. In addition, the monograph advocates for new and enhanced social and economic policies in the Sinai that would aim to dissuade Beduion youth from assisting and joining the terrorist groups. These policies would involve recruiting properly vetted Bedouin youth into the local police forces, and a major jobs training program, with U.S. financial and administrative support, for these youth to prepare them for eventual employment in tourism and other legitimate economic sectors. -
Breaking the Nordic Defense Deadlock

Lying to Ourselves: Dishonesty in the Army Profession

Further, much of the deception and dishonesty that occurs in the profession of arms is actually encouraged and sanctioned by the military institution. The end result is a profession whose members often hold and propagate a false sense of integrity that prevents the profession from addressing—or even acknowledging—the duplicity and deceit throughout the formation. It takes remarkable courage and candor for leaders to admit the gritty shortcomings and embarrassing frailties of the military as an organization in order to better the military as a profession. Such a discussion, however, is both essential and necessary for the health of the military profession.

On July 26, 1948, President Harry Truman signed Executive Order 9981, ending the practice of segregating the military services by race. That same year, the Army allowed women to join the services on an equal basis with men. Both of these steps preceded the larger societal changes that allowed fully equal treatment of all types of American citizens in military service. Just over 2 years ago, Congress repealed the Don’t Ask, Don’t Tell policy, allowing for gays and lesbians to openly take their place in the military. Our procedures and policies for successful gender integration have grown and evolved. The authors share five principles for leaders and commanders on the prevention of sexual harassment and assault, as well as associated “Tips” for implementation: (1) Leaders identify and break chains of circumstance; (2) Education is preferable to litigation; (3) What’s electronic is public; (4) Don’t ignore pornography; and, (5) Unit climate is the commander’s responsibility. These principles and their associated tips are not panaceas, and these recommendations are submitted for discussion and feedback. -

Operationalizing Counter Threat Finance Strategies

This Letort Paper describes effective Counter Threat Finance strategies as a specific area where the capability of U.S. and allied militaries can be augmented for the purpose of targeted action against adversaries. With appropriate analysis and exploitation, financial data can be used to reveal patterns of enemy behavior, motivations, and possible intentions as well as lifestyles and networks, all of which will impact directly upon military operations within a counterinsurgency environment. The targeting of the financial, and perhaps more importantly, the economic base of an organization, will not only impact the operational capability of that organization, but can ultimately lead to its destruction. To date, these strategies have been used predominantly for the purpose of disruption. However, the potential application of such strategies goes far beyond—they have the potential to be a multifaceted weapon, capable not only of disruption of the enemy, but of detecting impending instability. Specific recommendations are proposed for making best use of the potential for financial intelligence as part of an integrated strategy for both forecasting and countering contemporary security threats.

Regionalizing East Mediterranean Gas: Energy Security, Stability, and the U.S. Role

The East Mediterranean has been witnessing an unparalleled natural resource boom since the late-2000s, when Israel, followed by Cyprus, made its first significant offshore hydrocarbon discoveries in many years. These discoveries have since proven to be substantially larger than any other resources previously explored in the East Mediterranean Sea. At the time of this writing, they consist primarily of natural gas, although liquids are expected to be discovered offshore as well, including in the potentially hydrocarbon-rich waters of Lebanon and Syria. A 2010 U.S. Geological Survey suggests the Levant basin—the area including Cyprus and Israel’s offshore zones, and the offshore and some onshore territories of Syria, Lebanon, and the Palestinian territories—could hold as much as 1.7 billion barrels of oil and up to 122 trillion cubic feet of natural gas, leaving as much as two-thirds of the region’s potential resource base still undiscovered. -
Re-examining the Roles of Landpower in the 21st Century and Their Implications

After 13 years of prolonged ground combat, a weary American public is leery of further interventions requiring land forces. Shifting geostrategic conditions, such as a revanchist Russia and a rising China, reinforce this reluctance. At the same time, technological innovation once more offers the chimera of war from a distance that does not endanger land forces. Nonetheless, at some point, a highly volatile international security environment will place U.S. national interests at risk, requiring the use of military power. Given the increasing rise of interdependence among all components of military power (air, cyberspace, land, sea, and space), a better understanding of Landpower is essential if national leaders are to have a full range of policy options for protecting and promoting those interests. Landpower, “the ability—by threat, force, or occupation—to gain, sustain, exploit control over land, resources, and people,” stems from a country’s geostrategic conditions, economic power, population, form of government, and national will. The military elements of Landpower include a country’s ground forces, the institutions that generate and sustain those forces, and the human dimension—intelligent, highly adaptable, and innovative individuals—so vital to the successful employment of Landpower. Landpower offers policymakers tremendous utility in peace, crisis, or war, because Landpower can defeat, deter, compel, reassure, engage, and support the nation. Within each of these roles, as well as across them, Landpower can carry out the broadest range of military operations. This versatility across the spectrum of conflict offers national leaders the greatest number of effective policy options. -
Central Asia's Shrinking Connectivity Gap: Implications for U.S. Strategy

The United States is witnessing a transformation of Central Asia—a critical yet highly understudied and misunderstood area of the world, which is seeing growing influence of China, India, and Russia. The agendas of these actors, as well as the United States, Japan, the EU, Turkey, and Iran, among others, have enabled Central and South Asian countries to shrink their connectivity gaps dramatically in the last 2 decades, aiding the U.S. grand strategy of advancing global connectivity. However, they could also potentially undermine a multidirectional connectivity and limit development choices for the Central Asian states, generating challenges and opportunities for the United States, whose global influence is receding. The U.S. future global and regional role and capabilities will depend on how well Washington adjusts its grand strategy in response to current and projected economic and geopolitical trends in the era of rising powers. As the United States calibrates its ends and means, its assessment of the importance of Central and South Asia for its strategy will in large part hinge on security trends unfolding in Afghanistan and Pakistan. Whether Central Asia will become a major pillar of the U.S. grand strategy, given the rise of China and India and the resurgence of Russia, remains unclear. But its goals of supporting sovereignty, democratization, and inter-regional links in Central and South Asia offer some hope that Washington will continue to support the region’s global connectivity, preferably by pursuing an engaged, long-term, and substantive regional strategy. -
Creating an Effective Regional Alignment Strategy for the U.S. Army

As the war in Afghanistan draws to a close, the Army increasingly is focused upon “regionally aligning” its forces. To do so effectively, however, it must undertake several initiatives. First, the Army must acknowledge and liberate the unique productive capabilities (talents) of each individual. Second, it must shift from process-oriented, industrial age personnel management to productivity-focused, information age talent management. Third, the Army must foster enduring human relationships between its organizations and the governments, militaries, and populations to which they are regionally aligned. Hand in hand with this, it must redesign its Force Generation Model to create regional expertise at both individual and organizational levels. Finally, the Army must ensure that regional alignment does not degrade the worldwide “flex” capabilities of its forces.
