Iraq, Women's Empowerment and Public Policy

The role and experience of women is not always considered in wartime or during stabilization and reconstruction operations. In Iraq, it is essential to consider women’s needs and the obstacles they now face. The author examines some of the difficulties that attend policy formulation on Iraqi women, who have identified the security situation and basic services as their top priorities. Issues and contours of family law are explained, as the future of family law in emerging Iraq is as yet undetermined. Along with an increased political presence, legal reforms, together with educational and employment opportunities, have been the planks of women’s changing status throughout the Middle East. How these are resolved will speak to the success of policy concerning women in Iraq.

Naval Transformation, Ground Forces, and the Expeditionary Impulse: The Sea-Basing Debate

Reviewing the past, present, and future contribution of maritime forces to the conduct of expeditionary operations, the author concludes that the importance of this contribution is growing. He considers the diplomatic and "good order" roles of maritime forces which enable such operations in the first place. He reviews contemporary naval thinking about the nature and the relevance of sea control, and examines changes in the way maritime power may be projected ashore. Finally, the author analyses the extent to which future sea-basing can enable expeditionary forces can meet the challenges of the 21st century. Using past and recent experience, he demonstrates how important maritime outcomes are to the achievement and, equally important, the consolidation of victories ashore. Accordingly, navies around the world are having to adjust their plans and their priorities in order to meet these challenges.

Regional Fears of Western Primacy and the Future of U.S. Middle Eastern Basing Policy

The United States has a core national interest in maintaining peace and stability in the Middle East as well as containing or eliminating threats emanating from that region. Yet, there is often disagreement on the ways to best achieve these goals. The author seeks to present his analysis of how the United States and other Western states might best address their military cooperation and basing needs within the Middle East, while still respecting and working with an understanding of regional and especially Arab history and concerns. He also provides policy recommendations based upon his analysis.

Russian Nonproliferation Policy and the Korean Peninsula

Efforts to resolve the threat posed to Northeast Asia's security by North Korea's nuclear proliferation through six-party negotiations are proceeding with great difficulty. As in any multilateral process, a major problem is understanding the goals and perspectives of each of the participants. This monograph focuses upon Moscow’s perspectives with regard to North Korea’s nuclear program and Russia’s own standing in Northeast Asia, as well as of the other participants in those negotiations, since their views unfortunately are not well-known or readily available in the United States.

Defense Transformation: To What, For What?

“What form is transformation taking and what end(s) are the armed forces transforming to obtain?” The author argues that U.S. foreign and national security policies should drive the pace and direction of defense transformation, but finds that all too often the military’s weapons systems preferences determine the shape and form of the armed services transformation and their future capability sets. Due to the lengthy Research, Development, Testing, and Evaluation (RDT&E) time to acquire technologically advanced weapons systems, up to and beyond 20 years in many instances, future administrations will inherit weapons systems and force structures that, although recently fielded, were imagined several administrations previously and whose capability to support current policy may now be limited. He concludes by arguing that the military should acquire a broad range of technologies now in order to present as yet unknown future political leaders with a broader range of military capabilities with which to pursue future U.S. policy preferences.

Iran, Iraq, and the United States: The New Triangle's Impact on Sectarianism and the Nuclear Threat

This monograph considers the issues of Iranian influence in Iraq, and its impact on continuing sectarian violence there. It also questions the claims that a Shi'a crescent of power is solidifying by examining the distinct features of Iraqi versus Iranian Shi'ism and political Islam. Iran and Iraq have historically influenced and threatened each other. Today, the situation has been further complicated by the post-2003 change in the Iraqi Shi'a community’s status, Iran's development of a nuclear program, and international efforts to contain that program. These issues are now influenced by a new pattern of Iraqi-Iranian, U.S.-Iraqi and Iranian-U.S. dynamics. This new triangle of state relations must also be considered in light of Iraq and Iran’s neighbors.

Russia, Iran, and the Nuclear Question: The Putin Record

The author analyzes the Russo-Iranian relationship through the spring of 2006. This issue is vitally important in U.S. foreign policy, not just as it relates to Iran and the overall issue of nonproliferation, especially in the Middle East, but also as U.S. foreign policy pertains to relations with Moscow. Thus this monograph should also be read in light of the current crisis with Iran and bearing in mind the dimensions of Iranian proliferation and the issues surrounding it. At the same time, the numerous challenges to regional security in the Middle East, and the addition of great power rivalry to that list, further aggravate Middle East instability and make the search for peace that much more difficult. Consequently, the Russo-American dimension of the Iranian crisis adds to the complexity of the myriad issues and regional challenges to security, and the enduring difficulties in the Russo-American relationship.

Russian Defense Reform: Current Trends

Since the fall of the Soviet Union, the topic of Russian defense policy has not received great attention. The rebuilding of Russian military strength is a high priority of President Vladimir Putin, and one to which he and his subordinates have devoted considerable time and resources. Therefore, inattention to Russian defense policy is unwise and even dangerous because it causes us to overlook potentially major changes not only in Russian policy, but in international affairs more generally. This monograph encompasses virtually all aspects of the reform of the forces, their organizational structure, the financing of the military, reform of the defense industrial sector, etc.

The NATO-Russia Partnership: A Marriage of Convenience or a Troubled Relationship?

Four years after the NATO-Russia Council came into being, it represents a picture in ambivalence and incomplete realization of partnership. This monograph focuses on the Russian side of this growing estrangement. It finds the Russian roots of this ambivalence or alienation in the increasingly visible manifestations of an autocratic and neo-imperial Russian state and foreign and defense policy. These strong trends in Russian policy inhibit the formation of a genuine security partnership that can provide for Eurasian security in the face of multiple contemporary threats. Indeed, it is debatable whether Russia really wants a comprehensive partnership with NATO. The author examines Russia’s perspectives in this relationship and this growing estrangement between the West and Russia, tracing it to trends in Russian domestic, defense, and foreign policies.

Shaping China's Security Environment: The Role of the People's Liberation Army

The military remains a player that seeks to play a role and influence China’s policy towards the such countries and regions as United States, Japan, the Koreas, Southeast Asia, South Asia, and Taiwan. It is important not to overlook that, in times of crisis or conflict, the role and influence of the PLA rise significantly.

Ukraine After the Orange Revolution: Can It Complete Military Transformation and Join the U.S.-Led War on Terrorism?

Ukraine can make two important contributions to the U.S.-led war on terror. It can consolidate its democracy and thereby be a force for peace and stability in the Eurasian region, and, second, through its military transformation, it can provide peacekeeping forces to zones of instability. In order to be an effective contributor to peacekeeping operations and to consolidate its democracy, Ukraine needs to engage in comprehensive military transformation. This will necessitate the reform of all security stakeholders--all those organizations responsible for the provision of security. Effective military transformation in Ukraine also will be dependent on the development of military professionalism, democratic political control, and democratic professionalism. Ukraine has made some notable progress in all these areas, though much remains to be done. Paradoxically, military transformation will make Ukrainian peacekeeping forces more deployable, but democratic consolidation is likely to place severe limits on how these forces are used in the future. In addition, Ukraine’s desire for Euro-Atlantic integration also will speed up and add a qualitative element to Ukraine’s military transformation, but this could damage relations with its largest neighbor, the Russian Federation, which could lead to the reemphasis of traditional definitions of defense rather than the development of niche capabilities.

This edition of the U. S. Army War College Guide to National Security Policy and Strategy reflects to some extent recent changes in the structure of the core curriculum at the War College. The college broke its traditional core course, “War, National Policy and Strategy,” into two courses: “Theory of War and Strategy” and “National Security Policy and Strategy.” The result for this book is the expansion of the block on strategic theory and the introduction of a block on specific strategic issues. Because little time has past since the publication of the most recent version of this book, this edition is largely an expansion of its predecessor rather than a major rewriting. Several chapters are new and others have undergone significant rewrites or updates, but about two-thirds of the book remains unchanged. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America’s future senior leaders. The book is also not a comprehensive or exhaustive treatment of either strategy or the policymaking process. The Guide is organized in broad groups of chapters addressing general subject areas. We begin with a look at some specific issues about the general security environment—largely international. The section on strategic thought and formulation includes chapters on broad issues of strategy formulation as well as some basic strategic theory. The third section is about the elements of national power. A section on the national security policymaking process in the United States precedes the final section that deals with selected strategic issues.

Counterterrorism in African Failed States: Challenges and Potential Solutions

Terrorist groups operating in Sub-Saharan Africa failed states have demonstrated the ability to avoid the scrutiny of Western counterterrorism officials, while supporting and facilitating terrorist attacks on the United States and its partners. The potential acquisition of nuclear weapons by terrorists makes terrorist groups operating from failed states especially dangerous. U.S. counterterrorism strategies largely have been unsuccessful in addressing this threat. A new strategy is called for, one that combines both military and law enforcement efforts in a fully integrated counterterrorism effort, supported by a synthesis of foreign intelligence capabilities with intelligence-led policing to identify, locate, and take into custody terrorists operating from failed states before they are able to launch potentially catastrophic attacks.

Preventive War and Its Alternatives: The Lessons of History

The 2002 National Security Strategy suggested preventive attacks, diplomacy, deterrence, and other policies as means of curtailing threats presented by the spread of nuclear, biological, and chemical (NBC) weapons to terrorists and rogue states. The author analyzes which mix of these policies might best and most cost effectively address the NBC threat, with special focus on preventive attacks. The past performances of preventive attacks, diplomacy, deterrence, and other policies as means of curtailing the NBC threat are analyzed. The central findings are that preventive attacks are generally unsuccessful at delaying the spread of NBC weapons; that deterrence, especially nuclear deterrence, is highly successful at preventing the use of NBC weapons by states; and that diplomacy has had moderate and perhaps unappreciated success at curtailing the spread of NBC weapons. The author also discusses how funds spent on preventive wars, which are much more expensive than diplomacy or deterrence, might be better spent to combat threats from terrorism and proliferation, on initiatives such as fissile material recovery, ballistic missile defense, and port security.
